Gameini database update. Includes gameinis for the Pal and Ntsc region of TurboGrafx-16, some Commodore 64 gameinis, removes old notes about mmu games, enforces virtual xfb in games fixed by PR #1818, updates Star Wars: Rogue Leader and Star Wars - Rogue Squadron III - Rebel Strike according to the zfreeze pr updates, MySims Kingdom is added and Sakura Wars: So Long, My Love is updated. Fixes issues 8091 and 8086.

Normalize all Game INI files Add a simple Python script that does a basic normalization on the game INI files and run it across all the files we have. This normalizes the sections, their order and comments, and the whitespace within them. It also removes the sections Video_Hardware, Gecko, and Wii, which should not be in the game INI files we ship by default.

Gameini database update, mainly changes to the emulation issues lines (make them shorter, with more substance and less bla bla, update outdated stuff). The emulation issues lines can be further improved(this is a start). Also re - implement the emulation issues column that was reverted, make it a bit bigger since sentences need more words and delete the issues portion of the emustate tooltip since it is unnecessary now.

Update all inis to remove old XFB settings. Also update Krome Studios games to use 'Immediate XFB' and Rogue Squadron games to disable 'Immediate XFB'.
